Mark D. Younger - Vice President

Mr. Younger is Vice President of Slater Consulting and has over twenty-five years of experience in analysis of electric systems and markets.  He received a Bachelor of Science degree in Engineering in 1981, a Master of Engineering degree in Operations Research in 1983, and a Master of Business Administration degree in 1983, all from Cornell University .

Since joining Slater Consulting in 1994, Mr. Younger’s work has focused on electric generation asset valuation and the deregulation of the wholesale electricity markets.  He has been involved in the deregulation of New York ’s electricity markets since it first was being considered in New York Public Service Commission Proceedings in the mid 1990s.  Before the opening of the deregulated New York electricity markets he was actively involved in the process of defining the market rules for the NYISO.  Since the operation of the NYISO began he has spent most of his professional time as an active participant in the NYISO workgroups and committee meetings addressing market design and market monitoring issues.  He was one of the initial architects of the Installed Capacity Demand Curve and continues to be actively involved in the evolution of the wholesale capacity and energy market rules

From 1986 to 1994, Mr. Younger worked at MRW & Associates, Inc.  (MRW).  In his position at MRW, he was responsible for avoided cost calculation, analysis of utility resource planning issues and the viability of cogeneration and other Qualifying Facility (QF) projects.  When he left MRW he was the head of MRW’s New York Office.

From 1983 to 1986, Mr. Younger was employed by Pacific Gas and Electric Company (PG&E).  While at PG&E, he worked on a variety of issues as part of the company’s resource planning process.
